III. The Reserve Bank
 
  3.1 Structure of Bank  
  Article 27- Comptroller  
27.1 Comptroller  
  The Comptroller shall be vested with the sole authority of the good management of the Treasury Department and systems and the operation of the currency systems of the Bank.  
  The Comptroller shall be a direct appointment by the Board of Governors reporting to the Treasurer for six (6) years being the life of the Board of Governors tenure.  
  The Comptroller shall also be a member of the Board of Directors reporting to the Treasurer charged with the responsibility of managing the day to day affairs of the Bank.  
  As Comptrollers of the Union, it is tasked to this person the burden of protecting the assets and currency of the Bank for the benefit of all members of the Bank. It is also the primary responsibility of the Comptroller to manage the asset and currency accounts and ledger systems of the Bank.  
27.2 Comptroller Power  
  Vested by this Charter, the Comptroller of the Bank shall have the following powers and authority:  
  (ii) As a Member of the Board of Directors of the Bank having the power of one vote, reporting to the Treasurer and representing the collective executive knowledge and wisdom guiding the Bank as a whole; and  
  (iii) As Chairman of the Globe Board of Comptrollers of all Reserve Banks including the Africans Union Reserve Bank, Arabian Union Reserve Bank, Americas Union Reserve Bank, Asia Union Reserve Bank, Euro Union Reserve Bank and Oceania Union Reserve Bank; and  
  (iv) As the Highest Officer in charge of the Treasury Department and all its associated assets in being directly responsible for their safekeeping and accounting; and  
  (v) As an Ambassador of the Bank in specific respect to any and all media and communication concerning the Treasury of the Bank.  
27.3 Qualifications of Comptroller  
  A permanent Comptroller may not be appointed unless the following qualifications are met by the candidate:  
  (i) That the Candidate for Office of Comptroller is a Member of a Ucadian Free Society; and  
  (ii) That the Candidate for the Office of Comptroller has a demonstrated record of outstanding management of accounting and finance, with special emphasis on their character of trustworthiness.
